How to coordinate the Humanitarian Aid? London Model United Nations
by Ángeles Lucas
Wars, starvation, illness, tsunamis, earthquakes, flooding… are catastrophes that leave million people dying, homeless, refugee, hungry, alone, unsafe, without independence or freedom. How should be coordinated the International Humanitarian Aid on that disastrous circumstances and other similar.
The Social Humanitarian Cultural SOCHUM committee is trying to find ways to arrange it at the best procedure as possible. But there are many topics to consider to implement it.
During the first day committees many motion were discuss on the SOCHUM event. The main aim is to avoid suffering of the victims of this catastrophes, and not just feeding them or taking care, also respecting their rights, their freedom. As one delegate says “not to forget the humanitarian assistance and the human rights at the same time”.
But the procedures to get it is complicated. Which is the best way to accomplish it? How to avoid the corruption?, how to trust in national government which is corrupted?, how to coordinate the international help? Who has the responsibility of the aid?
Discussion to the aim
As one delegates stress.”If the speed of the aid is not fast, then is useless, and after the countries complain because of a failing coordination”, says, and it could be a bad precedent for future similar situations also leaving lost a huge amount of medicines, food, clothes, staff, work and energy.
It´s related in how far should the institutions give the responsibilities to the NGOs.”They know well the field, and this is an advantage”, some say. But among the NGOs, who do they trust more? In the locals, which knows better the field, the resources or the people reaction;or the International ones, with more experience and capacity. Another question to be answered.
Countries recognise that the currently system has mistakes. “It´s necessary a recoordination of many institutions. Improving the efficiency”, the delegates declare. “There is money but not organization, it´s crucial to find the target, to avoid the corruption and misdirections of the aid”, was considering.
“The aid should be given to the people who need it, not to the international forces”, conclude one delegate. They seems really worried because of the corruption around governments and companies.
Taking profit of the situations
As Naomi Klein describes at The shock doctrine book, disasters and wars are definitely business for many institutions which want to negotiate with their products after the shocks. With people scared, without structures, with a broken enviroment. Some governments take it in advance to privatize areas and earn money, to implement new no public systems to the citizens, or to leave the private companies gaining authority against the population.
The humanitarian aid is crucial for the future development of the country, and Sochum is aware on it. Let´s trust in Limun 2012 proposals to avoid pressure against the unprotected and naked citizens.
